Definitely. I was hoping I was like the blessed few out there that can seem to go all the way to 12% BF without running into this, but for me it popped up literally at the 15% mark.
I noticed it last year before Christmas. I did a simple 8 week run of straight deficit and a refeed (5-7hrs) on Saturdays. It was to end on Christmas Eve. I didn't lose weight after the third week. I thought at the time that maybe it was lack of bowel movements or maybe I'd eventually have a woosh, but no.
