This, certainly. Also, the technique/practice/deload during the run-up is dilligent, and will help you to continue progression when tension increases.
It's just an intelligent/sustainable approach to training people. If you like to start with greater tension, then do so. In that case, you may find it difficult to progress in a linear fashion. Depends on you.
