If you are in a deficit, everything gets used. If you are in a surplus, what your body doesn't find a need for, gets stored as fat or glycogen. Digestion takes time. Magic.

If I had enough space (glycogen wise) to consume 200 grams of carbs and I consume 500 grams the rest of the carbs would be converted to fat would it not? It wouldnt matter if I was in a calorie deficit or not I only have room for 200 grams of carbs worth of glycogen and if I consume 500 grams its gotta go somewhere regardless of my calorie deficit (my body wont be able to burn that high amount of carbs when ingested in one sitting)....

If i'm wrong then explain to me your reasoning....

I believe that if you over-eat in carbs, for example, they will be stored as fat. The key to being in a deficit is that more fat at the end of the day will be oxidized than stored.

Just because you’re in a deficit for the day doesn’t mean that fat storage never happens.

Oh, so it's full glycogen stores now? We aren't in a deficit any longer? Make up your mind already.
