Default When a man & woman have the same BMI(eg 21), why does he look weak?

Why is this perception there? and also objectively speaking is it right or wrong? Thanks in advance for any feedback you provide!

My bad. I phrased it the wrong way. I meant to ask "Why is a man perceived as looking weak/skinny/frail whereas a woman looks normal/fine/healthy at the same BMI? Eg. A 5' 5" woman with a BMI of 21 looks much healthier visually as compared to a 5' 10" man with a BMI of 21. Was I clear now?

because women hold fat in a more typically flattering way? Because men and women are a little different?

Part of the problem is you are comparing people of different heights. Square cube law comes into play. You're also not used to seeing women who are as tall as the average man, but you are used to seeing the average man. So you probably don't have a good frame of reference for what say, a bmi 21 would look like on a 5 10 woman. They don't generally look strong. Same with a 5 5 man at bmi 21. You probably don't have a frame of reference for that. And they don't generally look strong either. So I'm not really sure what you're getting at.

I think it's because we expect women to have lower base level of muscle.
