Default Am I Undereating?

Hi all,
I am an 18 year-old road cyclist. In the base3 phase of training, doing around 14-15 hours a week. I am a smaller rider and specialize in climbing; 5'6" and usually race at ~113lbs. Recently, I have been expending around 8000cal a week from workouts.

For some time now, I have been having difficulty losing weight. For most of the base season my weight was around 118lbs. As the season grew closer, I became more diligent with my nutrition, and stuck to calorie goals. However, my weight moved up to 120.8lbs and has been STUCK there for two weeks (and hasn't even been fluctuating from day-to-day!!). Additionally, I have noticed an apparent increase in body fat at the abdomen.

Performance on the bike seems pretty consistent. A slight drop in FTP but nothing really drastic. I have not had trouble completing my training. I also don't feel markedly more lethargic off the bike (no more than anyone training a lot), though I have had some comments from my parents about being a bit grumpier.

I have been eating around 1100cal + calories burned during workouts (I have a power meter so I know exactly what I burn during rides) very very diligently though the past two weeks. Before, when my weight was lower, I would imagine I was eating more calories (but cannot be sure) because I was not so diligent about snacking and recording/monitoring intake. Does this sound like undereating?

10 cal/lb + energy expended is not too low.

Interesting, thanks for your response.

Any idea why my weight is stuck? I'm sure there are many possible explanations, but are some more common than others?

Additionally, as I read on the main site (I only just found the article, "Fat Loss for Athletes") you seem to indicate that for endurance athletes, it is better to do daily caloric requirements - 10-20%
My maintenance calories (1814) minus 20% brings me down to 1451 cal--much higher than that 1100 i've been using. Which should I conform to?
