Default Fiber

When counting carbs we count everything right? Or do we subtract the dietary fiber? I couldn't find the answer to this in the book.

Unless fiber intake is massive, only count digestible carbs towards the 50 g/day limit

Just to make sure I understand..
I have a low carb tortilla with 10g carbs. 7g are dietary fiber. Does this mean that only 3g go towards my 50g/day?

I found some 'low-carb' tortilla shells (OLE - Xtreme Wellness Low Carb Tortillas - Plain,Spinach, or Tomato Basil) at Target & Food City. The macros per tortilla is:
Cal - 71
Fat - 2
Sat: 1
CHO - 5
Dietary Fiber: 12
Prot - 8

Can you explain how this would work when counting carbs. These taste great by the way!

And this sentence seems abundantly clear

So, in essence the macros that I posted for the tortillas indicate a -7 in CHO.
