Default Keep dieting or try to recover menstural cycle?

So I am mahybe ~5 lbs away from my goal / ideal bf %, but I have lost my menstrual cycle, and my calories are pretty low.

Is it better to take a diet break and try to recover my menstrual cycle, or bite the bullet and just keep cutting until my goal, then raising calories to maintneance and get my cycle back?

Is fat gain a necessary part of getting the menstrual cycle back? Or would it be okay as long as I am above the critial EA threshold/ eating at maintenance levels? Because there'd be no point if I cannot maintain my new bf%.

Current stats: 123lbs, about 23% bf
Goal: 116-118lbs, 19-20% bf%
