how i can apply the 2/3 of volume reduction rule to a strength oriented program that has 2 distinctive blocks (volume and intensity phase, 4 weeks each)?

do i peek the most difficult workout for each movement from the beginning of the program and apply the reduction or from the e.g. last 4 weeks of it?

the program is an 8-week sheiko routine (I will not do the 4 week competition phase).
I will have a slight caloric surplus during these 8 weeks.
