Now it WAS partially due to lack of development but it was also because i needed to lose another 10 lbs of fat. When you're dieting down to LEAN the first time you think you're getting 'close' a lot earlier than you really are...
Also, are you doing a regimen of squats/deadlifts along with pushup/pullups? I find those four (particularly the first two) exercises made a much bigger differernce in my abs than any ab machine/exercises ever did. Also, they helped with fat loss a lot more...
In a way it sucks how your perception changes; I wish I could go back where my mind registers a hint of 4 pack being lean :/
