Default Does a high carb refeed still any good for a bad insulin sensitivity person?

i was reading this:

because i am always very sleepy, weak, sloppy, bloated and hungry.
i guess i have a bad insulin sensitivity / insulin secretion.

Rapid fat loss protocol says eat much carbs if you can and stay below 50 grams fat a day. (and of course some protein)
No i wondering, must people with a bad insulin sensitivity/insulin secretion still follow this protocol on refeed days?
Does a high carb refeed day/days still any good for a bad insulin sensitivity/insulin secretion person?
isn't not more harmful? and must we follow a other refeed protocol?

question 2:
is it in general harmful for a bad insulin sensitivity/insulin secretion to eat high or medium carbs?
i know there are some intermittent fasting protocols that say eat most of the carbs at the end of the day.
Thats maybe good for energize levels around the day, but the problem (bad sensitivity/insulin secretion problems) is still there.
So isn't that eating high carbs always harmfull whenever you eat it?

Whats the right thing to do?
