Default Shoulders fat

How common is to have fat stored in the shoulders?
I can see that skinny-fat people tend not to have fat in the shoulders but overweight or obese people have it. How come the body would choose to store fat in a place like the shoulders when there's more room in the waist?

Also what about a person with a 15% body fat with not fat anywhere else except waist and shoulders? I swear I have seen people with skinny bodies and fatty shoulder and I have always wondered whether it is something in particular leading to such WEIRD fat distribution.

Crazy chuck poliquin is a big believer in "reading fat distribution" to diagnose hormonal imbalances etc...

For example, I think fat in the shoulders = estrogen.

Because obese people have more fat.
