its been awhile since ive done depletion but it sounds like you are performing the sets waaaaay too quickly... i believe 60-90 seconds is the goal

From UD 2.0 “Assuming each of your sets lasts about 45-60 seconds (which is 15-20 reps at a fairly quick tempo or 10-12 reps at a slower tempo)”
